The Tobacco Industry Monitoring Center is a project of the NGO “Advocacy Center “Life” and informational thematic resource on the strategies and tactics used by the tobacco industry to interfere with public health policy making in Ukraine, including tobacco control.

The tobacco industry uses various ways to intervene in the formation of government tobacco control policies to protect and promote its corporate interests. The World Health Organization (hereinafter – WHO) draws attention to the need to monitor such ways of public health protection. The WHO Framework Convention on Tobacco Control (FCTC) requires signatory states to protect their health policies “against the commercial and other corporate interests of the tobacco industry”. The WHO FCTC calls on civil society organizations to participate in the monitoring of the tobacco industry.

The purpose of this project is to check out tasks, methods of intervention, key groups of influence of the tobacco industry and inform politicians, journalists, members of expert community and public. The analytical information posted on the site is the result of in-depth monitoring of open sources (data from mass media, public activists, expert organizations, stakeholders) covering the period 2010 – 2019 with a focus on events that were taking place in 2015 – 2019. Resource structure is a list of topics (cases) describing a set of tactics that the industry has used to counteract, block, discredit tobacco control measures.
